what is going on

I live right on 12th and Pine and they won't let us leave our apartment or block right now. What's the deal? I swear we were just out getting ice cream 5 minutes before when my friend called and said the police station and block were blocked off. We went outside of our apartment to check what was going on and some cop on 13th and pine told us to get inside.
